Construction boom and empty apartments: what the UNECE report shows about Montenegro’s property market

Montenegro’s real estate market continues to grow, but recent data points to a serious imbalance: the number of residential units is increasing much faster than the number of people living in them permanently.

According to data reported by Vijesti, referring to UNECE, the 2023 census recorded 392,909 apartments and residential units in Montenegro. This is 78,205 more than in the 2011 census.

At the same time, a significant part of the housing stock is not permanently occupied. UNECE warns that almost half of residential units are outside regular permanent use — some are used seasonally, some as holiday homes, and some for tourism-related activity.

This is especially important for Montenegro, where real estate is closely connected with tourism, construction, foreign investment and migration. The strongest construction activity is concentrated in coastal municipalities and Podgorica, while some northern municipalities face a different issue: population decline and underused housing stock.

For owners and buyers, this means that assessing a property is no longer only about price and location. The legal status of the property must also be checked carefully:

— whether construction documentation exists;

— whether the property has a use permit;

— whether legalization is required;

— whether the property is correctly registered in the real estate cadastre;

— whether there are encumbrances, mortgages, annotations or tax records;

— whether the property can be legally used for living, sale or rental.

The growth in the number of properties does not automatically mean that every property is legally ready for transfer or use. In practice, documentation is often the key risk.

That is why a preliminary legal and technical check is important before purchase, sale, legalization or rental registration. It helps identify risks before they become a financial cost or a legal obstacle.
