The reason is simple.
For us, the only definitive legal source is the official publication of the law in the Official Gazette of Montenegro (Službeni list Crne Gore).
Only after publication can we review the final wording of the law, its effective date and every amendment included in the adopted text.
Most current reports focus only on one point — the new deadline of 14 August 2027.
However, the amendments appear to include much more than a simple extension of time.
They also affect the work of legalization commissions, their remuneration and inspection procedures. In addition, there are indications that practical requirements regarding the documentation required to initiate the procedure may also change.
