Montenegro introduces new building standards: EU rules by 2027

The Government of Montenegro has adopted a document that will significantly impact the construction sector in the coming years.

It is a roadmap for implementing EU directives on the energy performance of buildings and energy efficiency.

The document is part of Montenegro’s EU accession process and obligations under Chapter 15 — Energy.

Specifically, it includes the implementation of:

— Directive (EU) 2024/1275 on the energy performance of buildings;

— Directive (EU) 2023/1791 on energy efficiency.

By the end of 2027, Montenegro plans to:

— adopt key laws;

— introduce secondary legislation;

— implement a national building renovation plan.

What matters

This is not just about energy.

It changes how the state approaches construction and property use.

This means:

— new requirements for buildings;

— increased control;

— gradual tightening of standards.

Conclusion

For property owners and investors, this is a clear signal:

the real estate market in Montenegro is moving toward EU standards.
